Unfortunately, no. It would be great if CC19 was globalised, thus reflecting real life, and you could receive offers from literally any team in the entire game.

Try preparing a bowlers pitch under the groundsman option and they should do better. Also look to recruit better bowlers in the next season. Use 2nd team averages and domestic performances as a guide. There are often plenty of holes in first year sides, especially in the bowling department.

It's a game of averages so you know that average is going to go down, so expect more wickets and less runs in his next few outings.
